ASSYST is seeking an experienced Project Manager to join the Texas Health and Human Services Commission (HHSC) team in Austin, TX. This position will be part of the Administrative Applications MCS Waiver Salesforce Enhancements project team, working on the development and implementation of modifications and enhancements to Medicaid Chip Services Waiver within Salesforce. The ideal candidate will have a strong background in project management, specifically in large-scale enterprise implementations, with a deep understanding of both business and technical objectives in a government or healthcare setting.
 

Job Title: Project Manager (Contractor)

Location: Austin, TX  (Position will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).

Client: Texas Health and Human Services Commission (HHSC)

Key Responsibilities:

  • Lead and manage project teams for the Medicaid Chip Services Waiver Salesforce Enhancements project.
  • Apply industry-standard project management practices for Agile teams, ensuring successful project execution.
  • Implement the PMI framework to establish project organization and methodology within Agile (Scrum) environments.
  • Coordinate and communicate with business and technical stakeholders to ensure alignment on project goals and objectives.
  • Develop project charters, work plans, and related project artifacts.
  • Provide technical support and act as the point of contact for both work hours and on-call needs.
  • Comprehend and communicate complex technical designs, implementations, and business processes effectively.
  • Present project status, technical details, and deliverables to leadership and oversight entities.
  • Ensure effective communication between clients, IT teams, and other stakeholders to facilitate smooth project execution.

Required Skills and Qualifications:

  • Proven experience in Project Management for large-scale enterprise implementations.
  • Experience managing state or federal government projects, particularly in the Texas context.
  • Proficiency with Salesforce platform, preferably in a project management capacity.
  • Strong understanding of the Agile methodology (Scrum).
  • Familiarity with PMI framework and project management best practices.
  • Ability to work with key project stakeholders to meet business and technical project goals.
  • Effective communication skills for both technical and business audiences.
  • Ability to develop detailed project documentation and reports.

Preferred Skills and Qualifications:

  • PMP (Project Management Professional) certification.
  • ACP (Agile Certified Practitioner) or Scrum Master certification.
  • Experience with State of Texas Project Delivery Framework.
  • Familiarity with State Procurement and Contracting processes.
  • Experience using Jira for project tracking and management.
  • Experience with Project Portfolio Management (PPM) tools.
