Jobs Description:
The Configuration Manager plays a critical role in the IT Service Management (ITSM) domain by establishing and managing a robust configuration management process. This individual ensures all Configuration Items (CIs) across systems, applications, and infrastructure are accurately identified, documented, verified, and maintained within the CMDB (Configuration Management Database). The role supports agency-wide IT strategies by aligning configuration processes with business goals and ensuring data integrity across all configuration records.

Key Responsibilities:
  • Review, analyze, and evaluate business systems and user needs, formulating configuration strategies that align with overall business goals.
  • Define, implement, and maintain configuration management processes and policies in compliance with ITIL best practices.
  • Collaborate with IT, infrastructure, application, and operations teams to ensure consistent CI documentation and lifecycle management.
  • Conduct regular audits of CIs to validate accuracy, completeness, and adherence to the configuration management plan (CMP).
  • Develop business process maps and perform reengineering efforts to introduce new technology solutions that optimize service delivery.
  • Write detailed functional specifications and workflow documentation to support CMDB development and enhancements.
  • Prepare solution options and perform risk identification and financial analysis (e.g., cost-benefit, ROI, buy vs. build).
  • Maintain and enhance CMDB platforms such as ServiceNow, BMC Helix, Atlassian, or equivalent, ensuring proper CI relationships and data modeling.
  • Oversee and track configuration status accounting to ensure consistency with system requirements and documented specifications.
  • Support audits and compliance reporting through accurate configuration records and reporting practices.

Minimum Qualifications:
  • 5+ years of hands-on experience managing ITIL-based configuration management functions and developing CM plans and processes.
  • 5+ years of experience supporting and maintaining CMDB platforms (e.g., ServiceNow, BMC Helix, Atlassian).
  • Strong knowledge of ITIL configuration management principles, including CI identification, control, status accounting, and verification.
  • Demonstrated ability to solve problems analytically, think critically, and maintain attention to detail.
  • Experience conducting CM audits and supporting verification activities to ensure CIs meet specifications and requirements.
  • Familiarity with business process mapping and reengineering methodologies.
  • Proven experience preparing financial analyses (cost/benefit, ROI).
  • ITIL 4 Foundation certification required.
  • 3–5 years of prior experience as a Configuration Manager or similar role focused on ITSM processes and standards.

Preferred Attributes:
  • Strong interpersonal and communication skills to coordinate across teams and articulate configuration strategy.
  • Ability to interpret technical documentation and translate user requirements into actionable configurations.
  • Background in public sector IT environments or experience supporting health and human services (HHS) agencies is a plus.
