Job Description We are seeking a highly skilled Technical Writer to support documentation efforts for the Florida FX Program. The ideal candidate will have extensive experience drafting and finalizing federal and state-level documents, especially in alignment with Centers for Medicare & Medicaid Services (CMS) requirements. The Technical Writer will collaborate with cross-functional teams to ensure all materials meet compliance, quality, and content standards, while also providing clear and concise documentation that supports program objectives and legislative needs.
Key Responsibilities
Draft, edit, and finalize Advance Planning Documents (APDs) including Planning, Implementation, Updates, and Operational APDs in accordance with CMS guidelines and 45 CFR Part 95.
Prepare responses to Requests for Additional Information (RAIs) from CMS and track responses through approval.
Provide process improvement recommendations for streamlining APD development and approval.
Draft and finalize Operational Work Plans (OWPs) and Schedule IV-B documents to support legislative budget requests.
Review and summarize federal regulations, policy updates, and CMS guidance; analyze findings for agency and leadership review.
Translate complex programmatic and technical information into clear narratives for APDs, OWPs, and Schedule IV-Bs.
Conduct compliance and quality assurance reviews of documents for consistency with CMS requirements and internal templates.
Coordinate with agency staff, leadership, and FX support vendors to gather required inputs and incorporate feedback.
Prepare briefing materials and document summaries for leadership presentations and CMS communications.
Attend meetings as assigned and contribute technical writing expertise to team efforts.
Perform other writing and documentation duties as required.
Required Skills and Qualifications
Minimum of 7 years of experience in business or technical writing.
Demonstrated experience in drafting APDs, grant proposals, or related documents for state or federal agencies.
Strong knowledge of CMS documentation requirements, including 45 CFR Part 95 and Medicaid IT guidelines.
Superior writing, editing, proofreading, and organizational skills.
Ability to interpret and communicate complex technical and policy information clearly.
Experience working with state or federal health and human services agencies is preferred.
Proven ability to work independently and manage multiple deliverables in a deadline-driven environment.
