Position Overview
We are seeking a highly experienced IT Project Manager to lead complex, multi-million-dollar government IT projects from inception to successful delivery. The ideal candidate will bring deep technical knowledge in enterprise Java development, exceptional project leadership skills, and proven experience managing cross-functional technical teams in remote and hybrid environments. This role requires strong communication skills to engage with government stakeholders, ensure adherence to strict timelines, and deliver high-quality solutions that meet business and compliance requirements.

Key Responsibilities

• Serve as the lead Project Manager for large-scale, multi-million-dollar IT projects.
• Oversee all phases of the project lifecycle, ensuring on-time, on-budget delivery.
• Manage and coordinate cross-functional technical teams in virtual/hybrid environments.
• Provide hands-on technical guidance for enterprise Java development, testing, debugging, and custom software enhancements.
• Lead and manage Java upgrade initiatives, including migrations from Java 1.4 to supported versions.
• Support post-implementation documentation, knowledge transfer, and operational handover.
• Act as the primary liaison between technical teams, business units, and government stakeholders.
• Communicate project goals, timelines, risks, and updates clearly to all levels of leadership.
• Facilitate requirements gathering sessions and produce detailed technical specifications.
• Identify, document, and mitigate risks for government IT projects.
• Ensure project compliance with applicable standards, security protocols, and best practices.
• Recommend process and tool improvements to enhance project efficiency.

Required Qualifications

• 8+ years of project management experience as lead PM for multi-million-dollar projects.
• 8+ years applying advanced project management practices for highly complex projects.
• 8+ years leading cross-functional technical teams in virtual/hybrid environments.
• 6+ years of hands-on technical experience with enterprise Java development, testing, and debugging.
• 6+ years ensuring adherence to timelines and milestones in remote/hybrid environments.
• 6+ years of risk identification and mitigation strategies for government IT projects.
• 6+ years of strong communication and engagement with government stakeholders.
• 6+ years of requirements gathering and technical specification documentation.
• 6+ years of researching and recommending solutions to improve project efficiency.
• 4+ years technical/project management experience with Java upgrades and custom software development.
• 4+ years experience upgrading from Java 1.4 to newer supported versions.
• 4+ years post-implementation documentation and knowledge transfer experience.

Preferred:

• PMP certification.
• Experience with TDHCA systems or familiarity with TDHCA’s Java environment.
