Oracle C2M Developer

ASSYST is seeking a highly skilled Oracle Developer with deep expertise in Oracle Utilities Customer to Meter (C2M) to support our client and enhance its mission-critical utility systems. This role involves hands-on development within the Oracle Utilities Application Framework (OUAF), technical configuration, and integrating C2M with other systems. A key component of this role is to train and mentor clients internal IT staff, enabling sustainable knowledge transfer and long-term system support.

Duties / Responsibilities:

  • Design, develop, and implement Oracle C2M solutions within the OUAF framework.
  • Configure and customize C2M modules to meet functional and technical business requirements.
  • Develop integration components between Oracle C2M and KUBRA payment systems, ensuring secure, scalable, and reliable payment processing workflows.
  • Leverage APIs, XAI, and web services (SOAP/REST) for external system integrations.
  • Collaborate with business analysts, QA teams, and project stakeholders to deliver high-quality technical solutions.
  • Conduct knowledge transfer sessions and hands-on training for clients internal IT staff to build in-house expertise.
  • Document technical designs, configurations, integration logic and training materials.
  • Perform unit and system testing, troubleshoot issues, and support production deployments.


Preferred Experience / Qualification / Knowledge Skills:

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
  • 5+ years of experience in Oracle Utilities development, with at least 2 years focused on Oracle C2M.
  • Demonstrated experience with KUBRA payment processing integration, including secure payment workflows and reconciliation.
  • Strong hands-on skills in Java, Groovy, SQL/PLSQL, OUAF, and batch processing frameworks.
  • Knowledge of Oracle Utilities Application Framework (OUAF) and experience with related Oracle products like C2M.
  • Experience with service-oriented architecture (SOA), APIs, XAI, SOAP/REST integrations.
  • Proven track record in training or mentoring IT staff, preferably in a utility or government environment.
  • Excellent communication, analytical, and problem-solving skills.
