Position Overview:
We are seeking an experienced Project Manager to join the Administrative Applications Production Data Services team. This role will focus on the development and implementation of modifications and enhancements to the Financial Data Warehouse. The Project Manager will oversee all aspects of project execution including planning, budgeting, resource management, and documentation. The successful candidate will apply industry-standard project management practices within Agile (Scrum) teams and collaborate with both business and technical stakeholders to ensure successful delivery.


Key Responsibilities:
  • Lead and manage large-scale enterprise implementation projects, ensuring alignment with organizational goals and objectives.
  • Develop project charters, work plans, schedules, and related artifacts in accordance with PMI and Agile (Scrum) methodologies.
  • Communicate effectively with clients, IT teams, and leadership, ensuring transparency and stakeholder engagement throughout the project lifecycle.
  • Collaborate with technical teams to understand, document, and convey complex technical designs and implementations.
  • Oversee Agile ceremonies (sprint planning, daily stand-ups, retrospectives) and ensure adherence to Scrum practices.
  • Provide technical support and leadership during work hours and on-call as needed.
  • Prepare and deliver presentations for leadership and oversight entities.
  • Ensure compliance with state or federal project delivery frameworks and procurement practices, as applicable.

Minimum Qualifications:
  • 6+ years of project management experience for large-scale enterprise implementations.
  • 6+ years of State of Texas or similar federal/state project management experience.
  • 3+ years of Agile (Scrum) project experience.
  • 3+ years of software development experience.
  • 3+ years of experience with Jira or similar project management tools.

Preferred Qualifications:
  • PMP Certification (Project Management Professional).
  • Experience with the State of Texas Project Delivery Framework.
  • Experience with data warehouse applications and/or database reporting features.
  • Knowledge of state procurement and contracting practices.
