Position: Hybrid - Position will be 2 days (Wednesdays and Fridays) remote with 3 days Onsite (Mondays, Tuesdays and Thursdays)

Job Description:
We are seeking an experienced Senior Business Analyst with deep expertise in digital transformation and business process reengineering (BPR) to drive organizational change and innovation. This role will play a pivotal part in analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. The Senior Business Analyst will align business strategy with operational execution, working across IT, operations, and product teams to design and implement future-state workflows that support enterprise-wide initiatives.
The ideal candidate will bring proven success in leading large-scale digital transformation programs, strong business architecture skills, and practical knowledge of the MITA framework to guide modernization efforts.

Key Responsibilities:
  • Lead Digital Transformation: Spearhead large-scale transformation initiatives by identifying innovation opportunities and designing future-state business capabilities that leverage emerging technologies.
  • Business Process Reengineering (BPR): Analyze current-state business processes, identify inefficiencies, and design streamlined future-state processes to achieve measurable improvements in efficiency, cost-effectiveness, and service quality.
  • Strategic Business Modeling: Develop and maintain business architecture artifacts, including BPMN process models, capability models, value streams, data models, and organizational models, to support strategy execution.
  • Stakeholder Engagement & Requirements Definition: Collaborate with senior leadership, cross-functional teams, and external partners to elicit, analyze, and validate requirements. Translate strategic objectives into actionable business and functional specifications.
  • Bridge Business & IT: Serve as a liaison between business stakeholders and technical teams, ensuring alignment on requirements, impacts, and solutions while facilitating clear communication and decision-making.
  • Change Management & Adoption: Support organizational change initiatives by developing transition strategies, facilitating stakeholder buy-in, and ensuring successful adoption of reengineered processes.

Minimum Qualifications
  • 12+ years of progressive experience as a Business Architect, Senior Business Analyst, or in a similar strategic role at the enterprise level.
  • 12+ years of experience leading or contributing to multiple large-scale digital transformation and business process reengineering initiatives.
  • 12+ years of demonstrable expertise in MITA frameworks and practical application in complex system environments (SS-A experience strongly preferred).
  • 10+ years of advanced business modeling skills with BPMN, UML, ArchiMate, and knowledge of enterprise architecture frameworks such as TOGAF.
  • 10+ years of proven analytical, problem-solving, and critical-thinking skills.
  • 10+ years of strong communication, presentation, and interpersonal skills with the ability to engage across all organizational levels.
  • 10+ years of negotiation, facilitation, and conflict resolution experience.
  • 8+ years of demonstrated ability to work with both technical and non-technical groups to analyze and evaluate business methods and recommend improvements.
  • Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field (Master’s degree preferred).

Preferred Qualifications
  • 12+ years of direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (Medicaid, SNAP, TANF, CHIP), with knowledge of federal regulations and state-specific policies.
  • 10+ years of experience working in a government or public sector environment.
  • Professional certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green/Black Belt.
  • Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
