Job Type: Contract (Corp to Corp/C2C or 1099)
Position: Hybrid - Position will be 3 days remote with 2 days (Mon & Fri) required to be onsite at the location listed above.

Position Overview

We are seeking a highly skilled Business Systems Analyst to join our team and provide expertise in analyzing, designing, and improving business systems that support Social Services Applications (SSA). This role is responsible for evaluating business processes, gathering requirements, and translating them into functional and technical solutions that align with organizational goals. The analyst will work closely with business stakeholders, IT teams, and external partners to ensure systems meet user needs while adhering to policies, procedures, and compliance standards.

Key Responsibilities
  • Review, analyze, and evaluate business systems and user needs, ensuring alignment with organizational strategies.
  • Formulate system requirements, functional specifications, and documentation for modifications or new solutions.
  • Perform business process reengineering and identify opportunities to apply technology to business problems.
  • Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build).
  • Serve as a senior analyst in developing and implementing eligibility program rules, requirements, and technical specifications for SSA systems (TIERS, SSP, EST, and others).
  • Provide production support and technical assistance for SSA eligibility systems.
  • Analyze agency policies and procedures to determine their impact on automated systems and provide guidance to business stakeholders.
  • Develop and implement continuous process improvement initiatives using performance data, root cause analysis, and corrective action planning.
  • Review complex project deliverables (charters, design docs, test plans, risk assessments) and provide feedback.
  • Prepare and present reports, findings, and communications to management, stakeholders, and executive leadership.
  • Support internal and external audits through accurate documentation and subject matter expertise.
  • Monitor vendor performance measures and internal operations to ensure compliance with established standards.
  • Mentor and provide consultation to SSA staff on business and technical processes.

Minimum Requirements
  • 4+ years of experience mentoring and providing consultation to staff.
  • 4+ years of experience analyzing and interpreting technical information, including regulations, policies, and system documentation.
  • 4+ years of experience writing and translating business needs into technical requirements and instructions.
  • 4+ years of experience in planning and coordinating individual and group work activities.
  • 4+ years of experience in detecting and diagnosing application/system problems.
  • 4+ years of experience creating technical solution designs for business problems.
  • 4+ years of experience working professionally with diverse stakeholders across multiple functions.
  • 4+ years of experience preparing business requirements, technical specifications, and related documentation.
