ASSYST is seeking an experienced Senior Business Analyst to support our government client in Tallahassee, FL.

Responsibilities:
- Understand business change needs, assess impacts, capture, analyze, and document requirements, and support communication and delivery with stakeholders.
- Lead requirements definition meetings with DEP customers.
- Gather, analyze, document, and validate user requirements.
- Facilitate the negotiation of requirements amongst multiple stakeholders.
- Create Visio process maps, requirements traceability matrices, use cases, and other appropriate business analysis documentation.
- Create, analyze, and validate detailed functional specifications.
- Facilitate design sessions with the implementation team to define the solution.
- Deliver elements of systems design, including data migration rules, business rules, wireframes, or other detailed deliverables.
- Identify new data entry components as required and update analysis documentation accordingly (wireframes, process maps, business data definitions, business rules).
- Support moderately complex business processes and assist in process redesign/documentation as needed.
- Translate high-level business requirements into functional specifications and manage changes to specifications.
- Work closely with customers, users, and team members to ensure business requirements are translated into quality technical solutions.
- Assess system/application usability criteria from the perspective of end users or customers.
- Assist in leading daily standups, planning sessions, and other Agile ceremonies, including retrospectives to improve processes.
- Hold daily status meetings with Scrum team members to facilitate information flow and remove obstacles/barriers.
- Coordinate project work activities across multiple Scrum teams.
- Draft/update project artifacts, registers, logs, plans, reports, and information radiators.
- Attend and contribute to project meetings and related ceremonies.
- Manage relationships with DEP program area business partners and develop strong, collaborative customer relationships to achieve positive project outcomes.
Required Skills:
- 7+ years’ experience with business/technical requirements analysis, business process modeling, methodology development, and data modeling.
- 3+ years’ experience with Quality Control, Testing, and/or Validation of software applications.
- 2+ years’ experience in a ScrumMaster or similar Agile Project Management role managing IT software development projects.
- Strong ability to communicate with both technical and business resources, translating needs into effective specifications.
- Research skills related to application development issues and products.
- Ability to understand the needs of multiple stakeholders.
- Proficiency in preparing reports, correspondence, guidelines, and presentations.
- Ability to write technical, business, and plain language documents with attention to detail.
- Team-oriented with excellent interpersonal, collaborative, oral, and written communication skills.
- Ability to manage multiple projects as a team member, occasionally serving as project leader.
Preferred Skills:
- IIBA certification(s) based on BABOK.
- Certified ScrumMaster (CSM) or equivalent Agile certification.
- Familiarity with Agile methodologies (Scrum, XP, Kanban).
- Experience with database query tools (e.g., TOAD, SQL Developer).
- Experience with UML (Unified Modeling Language).
- Experience with environmental regulatory business processes and practices.
- Knowledge of DEP’s technical environment.
- Proficiency with facilitation techniques to elicit requirements and drive customer communications.
