ASSYST is seeking an experienced Business Analyst / Product Owner to support our government client in Austin, TX.
Position is 100% ONSITE at Austin, TX.
Program will only accept LOCAL ONLY candidates for this position (Within 50-mile radius).
The Business Automation Support (BAS) unit within the Medicaid and CHIP Services (MCS) Department oversees Texas Medicaid & Healthcare Partnership (TMHP) systems and related support activities. BAS provides oversight of LTC program systems, supports LTC providers for services delivered to individuals, manages modifications and updates to TMHP vendor systems, and coordinates encounter data and MCO file support. A Business Analyst is needed to support the legislatively approved Provider Enrollment and Management System (PEMS) projects. PEMS is a centralized electronic method for Medicaid and non-Medicaid program providers to submit a single application through a web portal, processed by a single entity based on their National Provider Identifier (NPI). HHSC aims to enhance PEMS to improve provider experience and system functionality.
Responsibilities:
- Collaborate with internal units (Provider Services), TMHP technical sprint teams, and business users to provide subject matter expertise and ensure functional requirements are gathered and prioritized per legislative mandates.
- Deliver quality products that meet the state’s operational and technical requirements with minimal supervision and independent judgment.
- Communicate effectively with internal and external stakeholders, including program and technical staff, contracted vendors, and management.
- Participate in meetings, track deliverables and schedules, and alert management of issues that may impact providers.
- Analyze program policies, procedures, and processes to determine their impact on business systems and functional areas.
- Review system, data, and project deliverables—such as business requirements, design documentation, and test plans—to ensure requirements are met.
- Work with program staff to gather, validate, and document business processes and requirements.
- Act as a liaison between state staff and vendors to translate operational and business needs into system requirements.
- Serve as the Product Owner for an Agile team, working with Agile/Scrum teams to implement system changes.
- Write User Stories with acceptance criteria based on business needs and Agile methodology.
- Develop and maintain user test scenarios and participate in system and user acceptance testing.
- Create use case scenarios, test plans, and exit criteria that map back to documented business requirements or user stories.
- Execute and track detailed test cases using formal testing tools, and document and report testing status.
- Evaluate test strategies to ensure adequate test coverage.
- Identify potential project risks and issues, develop mitigation strategies, and report project status to management on established timelines.
- Document action items, business decisions, and maintain deliverable schedules.
Required Experience:
- Proven experience as a Business Analyst and Agile Product Owner.
- Strong background in Agile software development methodology.
- Skilled in performing complex business analysis and preparing technical documentation.
- Demonstrated ability to report project status, risks, and key decisions to management.
- Experience in identifying project risks and implementing mitigation strategies.
- Excellent written and oral communication skills, including requirements documentation and project reporting.
- Experience gathering, validating, and translating business requirements into technical solutions.
- Experience reviewing and approving complex technical user and system requirements developed by vendors.
- Proficiency with Microsoft Office (Teams, Word, Excel, PowerPoint) and Microsoft Project or similar project management tools.
- Experience developing and coordinating test plans, test strategies, exit criteria, and executing test scenarios.
- Experience with testing management software and executing detailed test cases in complex environments.
- Ability to approve and prioritize user stories based on stakeholder feedback and subject matter expertise.
- Experience with Medicaid systems, processes, and claims processing.
Preferred Experience:
Knowledge of Texas Medicaid programs.
Experience with the Provider Enrolment and Management Systems (PEMS) project.
