Business Analyst

ASSYST is seeking an experienced Business Analyst to support our government client in Austin, TX.

Position is ONSITE at the Austin, TX. Program will only accept LOCAL ONLY candidates for this position (Within 50-mile radius).
The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. Business Analyst will work within the DSHS Environmental Epidemiology and Disease Registries Section. This position will perform senior level consultative services and technical assistance work in the area of DSHS analysis for program related activities. Work involves analyzing DSHS priority initiatives and special projects utilizing business analysis best practices in coordination with agency business and program units.

Responsibilities:
  • assessing, analyzing, researching, facilitating and documenting requirements, assuring the use of best practices and standards, assisting in the coordination and optimization of DSHS operations and program functions and providing recommendations.
  • This position is responsible for assisting with the facilitation and analysis across numerous related initiatives and leading special projects as assigned by agency leadership.
  • Developing business analysis tools; defining requirements; reporting progress on key projects to management; providing recommendations to agency leadership.
  • This position will also work with staff to initiate, facilitate or participate in projects to maximize the success of multiple and diverse projects.
  • Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Minimum Requirements:
  • Ability to research, gather, assemble, correlate and analyze system requirements; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.
  • Ability to develop and present reports identifying gaps in functionality and operational effectiveness to executive stakeholders.
  • Develops or contributes in the development of as-is / to-be process models to identify opportunities for greater operational efficiencies. Skilled in effectively mapping business processes and identifying process improvements and skilled in planning .
  • Experience with the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Works with the functional teams to understand current and upcoming needs not currently met with existing processes and technology solutions.

Preferred Experience:
  • Experience creating strong relationships with project stakeholders. Must possess strong communication and presentation skills. Work with stakeholders to identify, define and document requirements
  • Experience developing strategic and project SDLC materials, including gap analysis, recommendations, roadmaps, requirements, design documents, test cases, and use cases.
  • Possess UX design experience
