Scope of Services:
The Advanced Business Analyst serves as a key member of a full lifecycle Agile development team. This role partners with subject matter experts (SMEs), business stakeholders, and technical teams to translate strategic and operational objectives into clear, actionable business and technical requirements. The analyst conducts comprehensive business needs assessments, performs feasibility and impact analyses, and prioritizes demands based on business value, strategic alignment, and resource constraints. Responsibilities include supporting solution design, preparing funding documentation, and ensuring alignment between business and technical teams from ideation through project approval. This role requires strong collaboration skills, the ability to maintain effective stakeholder relationships, and expertise in documenting requirements in accordance with departmental standards.
Required Experience:
- Minimum of 5 years of business process and systems analysis experience.
- Experience translating business requirements into technical specifications.
- Knowledge of data migration concepts and practices.
- Proficiency in process mapping/modeling tools (e.g., Visio).
- Strong proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Experience with Azure DevOps / Microsoft DevOps (highly desired).
- Experience with Power BI or similar reporting tools.
- Knowledge of testing methodologies and quality assurance practices.
- Familiarity with change and release management processes (desired).
- Knowledge of Florida Administrative Code Rules 60GG-1 – 60GG-5 (desired).
- Agile project experience preferred.
Primary Duties and Responsibilities:
- Research and document business processes and system interdependencies.
- Develop process diagrams, context diagrams, use cases, business rules, and technical specifications.
- Conduct gap analysis (as-is vs. to-be) and support business process redesign initiatives.
- Facilitate workshops and work sessions to elicit, analyze, and prioritize requirements.
- Develop business cases, cost-benefit analyses, feasibility studies, and funding documentation.
- Assess and categorize business demands based on complexity, urgency, impact, and strategic alignment.
- Plan and coordinate testing activities including functional, regression, integration, data validation, performance, and load testing.
- Support remediation, modernization, and migration initiatives across enterprise systems.
- Analyze data and prepare executive-level summaries and presentations.
- Identify opportunities for process improvement and develop performance metrics.
- Collaborate with cross-functional teams to ensure shared understanding of requirements and solution objectives.
Job-Specific Knowledge, Skills, and Abilities:
- Strong knowledge of SDLC methodologies, including Agile frameworks.
- Experience with system analysis and design methodologies.
- Ability to interpret and communicate technical information clearly (written and verbal).
- Knowledge of IT infrastructure and software development practices.
- Understanding of PMBOK principles and State of Florida Project Management Rule 60GG-1.
- Experience with quality assurance and control techniques.
- Strong documentation skills with the ability to capture detailed business processes, inputs/outputs, and workflows.
- Ability to analyze existing systems to identify gaps, redundancies, and improvement opportunities.
- Skilled in data analysis and performance reporting.
- Strong stakeholder engagement, facilitation, and relationship management skills.
- Ability to adapt to changing priorities in a dynamic environment.
Education:
Bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement.
Certification in any of the following desired but not required:
Certified Scrum Master (CSM), Certified Scrum Owner (CSO), CBAP, PMI-PBA, PMI-ACP, PMP, ITIL.
