Project Manager

ASSYST is seeking an experienced Project Manager to lead the replacement of the Legislative Tracking System (LTS) using Microsoft Power Platform tools. This key project will result in a scalable, stable, and user-friendly system for tracking legislation, cost estimates, and implementation outcomes. The Project Manager will oversee the entire project lifecycle, implementing PMI industry standards, ensuring alignment with Texas Project Delivery Framework requirements, and collaborating with key stakeholders and vendors.

Position will be remote. Program will allow candidates who are within the State of Texas.

Key Responsibilities:
  • Act as a liaison between stakeholders and the project team, ensuring alignment of technical and business objectives.
  • Oversee project design and development phases, adhering to HHSC guidelines and Texas Project Delivery Framework standards.
  • Prepare and maintain all required project documentation, including Quality Assurance Review artifacts for Texas Technology projects.
  • Track project progress, manage timelines, and report updates to the Project Steering Committee, escalating risks and issues as needed.
  • Organize weekly status meetings, provide regular status reports, and ensure consistent project communication.
  • Facilitate the Software Development Lifecycle (SDLC) process, guiding the translation of business requirements into technical specifications.
  • Establish and maintain strong relationships with sponsors, stakeholders, and decision-makers.
  • Transfer project knowledge to current staff and ensure project continuity.

Essential Requirements:
  • 10 years of experience in Project Management for large-scale enterprise implementations.
  • 8 years of experience managing State of Texas or similar federal/state projects.
  • 8 years of experience leading legacy modernization projects as a Project Manager/Systems Analyst.
  • Excellent communication, analytical, and interpersonal skills with strong presentation abilities.
  • In-depth knowledge of PMBOK and SDLC methodologies.
  • Proven ability to work independently and collaboratively in a diverse team environment, managing cross-functional teams.

Preferred Requirements:
  • 5 years of experience with the Texas Project Delivery Framework.
  • 3 years of experience with Texas Statewide systems.
  • 1 year of experience with low code/no code solutions.
  • Familiarity with Texas QAT processes for Major Information Resources Projects (MIRP).

Preferred Certification:
  • PMP Certification
