ASSYST is seeking a dedicated
Deputy Project Manager to lead support services for our client's Independent Study (IS) Program in
Emmitsburg, MD.
The Deputy Project Manager will be responsible for all contractor work performed and will serve as the single point of contact for the Contracting Officer and the Contracting Officer's Representative (COR). In the absence of the Project Manager, the Deputy will assume their full duties. The successful candidate will effectively and efficiently manage and administer selected portions of the Independent Study (IS) Program, ensuring the delivery of exceptional customer service in an educational and training environment.
Job Location: Emmitsburg, MD (Onsite role).
This role is contingent upon contract award.
Responsibilities:
- Provide overall management, administrative, and educational/training support for selected areas of the Independent Study Program.
- Serve as the primary point of contact for government representatives, communicating program status, accomplishments, and challenges.
- Implement, maintain, and annually update a Standard Operating Procedure (SOP) document that outlines all administrative processes and workflows.
- Oversee all communications with students regarding student services, including applications, profiles, records, and official transcripts.
- Manage communications with representatives from States, local governments, higher education programs, and other federal agencies.
- Ensure the customer service call center is staffed and all calls are answered during core hours (8:00 a.m. – 4:30 p.m. EST).
- Manage the response to approximately 20,000 annual email inquiries and respond to all written requests within five working days of receipt.
- Gain proficiency in the Independent Study Database System (ISDBS) to manage courses, student applications, exams, certificates, and transcripts.
- Oversee the reconciliation of duplicate student accounts and accounts with multiple Student Identification Numbers (SID).
- Ensure student course records and profiles are updated as necessary in the OPM database.
- Manage the processing of Group Verification Requests, ensuring personally identifiable information (PII) safeguards are met before providing course completion data.
- Direct the preparation and mailing of official transcripts to educational institutions using government-provided materials.
- Provide a written monthly status report to the COR that includes statistical data on all program areas, such as the number of contacts, verifications processed, transcripts mailed, and records merged.
- Support the evaluation of new technologies for the Independent Study program, including testing software capabilities and functionality.
- Provide recommendations for system enhancements based on customer feedback and required functionality.
Requirements:
- A minimum of 3+ years of experience in Project Management or a related field.
- A proven track record of successful performance leading teams and managing projects.
- Demonstrated ability to lead and motivate teams, resolve conflicts, and manage stakeholder expectations.
- Excellent verbal and written communication abilities to effectively convey updates and issues.
- Strong analytical and critical thinking skills to address and resolve complex issues.
- Strong decision-making capabilities with a focus on achieving outcomes.
- Must be able to read, write, speak, and understand English.
